You got me there. I thought there was only the Long Term Skills Shortage List (LTSSL) and the Immediate Skills Shortage List (ISSL). The ISSL doesn't necessarily help you gain PR, from what I can gather. I thought, if you were on the LTSSL you were up there with the chosen few. And it does say at the top of one of the lists containing the hairdressing skill Appendix 11 - List of Occupations which may be considered skilled employment under SM7.10.1(b) of the Skilled Migrant Category Dawn said they told Gary it wasn't skilled.

Jeez, why can't they simplify things instead of making it so convoluted and confusing ? It's no wonder I don't know what I'm on about half the time. At my age I haven't got that many decent brain cells still functioning, so they should take that into consideration when they make their rules and regulations.

No, they didn't say it wasnt skilled, just that it wasnt on the list. The ISSL is used for deciding work permits, the LTSSL is used for deciding residency.

To try and explain for anyone who's confused at this point:

The Immediate Skills Shortage List relates to current 'holes' in the workforce, but which are not a long term problem. If it was hairdressing, it could be there is a current shortage of hairdressers, but there are enough kiwis coming through college training to be hairdressers that it wont be a long term shortage. The Work Permit is a temporary permit to solve a temporary problem, and if the job ends so does your stay in New Zealand.

The Long Term Skills Shortage List relates to long term recruitment problems, where certain industries experience an ongoing shortage of skilled staff to fill positions. Permanent Residency solves these long term issues by allowing the necessary skilled people to remain in the country on a permanent basis, so even if their job ends, they will be able to fill another vacancy in the same skills shortage field.
