    A bill allowing boy racers' cars to be crushed was passed by Parliament today.

    The Vehicle Confiscation and Seizure Bill gives courts the power to send cars owned by repeat offenders to the crusher.

    Police Minister Judith Collins said the bill would also toughen provisions for the seizure of motor vehicles for unpaid fines and strengthen the courts' powers to confiscate motor vehicles.

    "This bill will hit boy racers where it hurts - by targeting their vehicles."

    Fines did not work and infringement notices became "badges of honour," she said.

    Low value cars that were used to commit offences and incur fines would also be seized so they could not be used to commit more offences, she said.

    Ms Collins earlier said it would a "wee while" before the first car was crushed.

    "They've got to offend three times in four years, serious offences.

    Crushing reality hits home for boy racers

    "Crusher Collins" has come down on boy racers like a tonne of bricks for the second time in a week.

    Legislation was passed last week allowing the crushing of cars of repeat offenders. The moves to control boy racers have earned Police Minister Judith Collins the nickname "Crusher Collins".

    Yesterday, a large block of concrete nicknamed Crusher Collins was dropped on a Morris Minor at a drag-race meeting at Ruapuna Park to bring attention to the Christchurch park's suitability as an alternative venue for boy racers.

    Posters advertising the meeting featured an image of a green Collins merged on to the Incredible Hulk's body.

    Earlier, a 1995 Falcon was hoisted to the top of a crane and dropped as a prelude to the crushing.

    The organiser of the Ruapuna display, Clinton Minchington, said he supported the minister's moves to address the boy-racer problem.

    "It got to the point where something had to be done.

    "The streets were out of control."

    Under the new law, offenders convicted of two previous street-racing offences within four years could have their cars destroyed.

    Earlier, the Land Transport (Enforcement Powers) Amendment Bill giving councils the authority to prohibit cruising was also passed.

    Minchington said alternatives needed to be presented to the boy-racer community. "If you have the stick, then you have to have a carrot," he said.

    Minchington, whose nephew is a boy racer, said a regular meeting was needed to draw boy racers off the streets.

    "We want to put the kudos on being King of the Strip rather than King of the Street."

    Ruapuna needed to be fitted with lights, as hiring equipment was too expensive, he said.

    The new law comes into force on December 1.
