Here is the full blurb on the RRV which shows the various ways in which you can qualify for an IRRV. It's not very informative on exactly how you apply, but I guess you just need to rock up to your local INZ branch and ask for an application form. You have to apply for your IRRV, it's not automatic, and you may be asked to show some evidence of your level of commitment to NZ e.g. documents relating to house purchase, payment of taxes etc..
Putting it briefly, but still nothing on physically applying for it.

You need to fill out this form (NZIS1004) and take/send it to your local INZ branch in Christchurch. More information about qualifying and timing can be found here (this page also has the link to the brochure that Mother Bear already supplied you with) and here is the location and opening hours information for the Christchurch branch.
I also found an RRV checklist (Word document) on the INZ Christchurch Branch website that may be of use to you.
We went through this process in Auckland in September last year and it was pretty painless (well, except for the usual pain in the wallet of course, although to be fair, at $140 it wasn't too bad really).
As you will be able to see on the Christchurch branch's webpages, there are possibilities for a 'Same day service' should you need it.

I was just a little worried as our RRV expires in August, and we leave in October and I was thinking they may take a while process the application.
