Default English Proficiency

Hi

I am completing my ITA and am stumped. I need to provide English Language proficiency. I am from South Africa and have completed a degree in English, my partner does not D on Higher Grade for English, however only speaks, reads or writes English. Would letters from the school he attended help confirm that his level of English is suitable? Not sure how to deal with this one.

If your partner only uses the English language, perhaps that would come under 'Natural English speaker' or does he need to actually prove it?
