Britain's Lotto winning rapist apparently wants to come to New Zealand. Iorworth Hoare, 53, has been reviled in Britain and unable to escape media attention since he won ?7 million ($NZ19.85 million) at lotto in 2004 with a ticket bought during a day release from prison. [b:18c2954851]However, it looks unlikely that he will be allowed to come here. [/b:18c2954851]"A person with this sort of criminal record would not meet immigration criteria allowing them to live in New Zealand," Department of Labour deputy secretary Mary Anne Thompson told the New Zealand Herald. Hoare's windfall sparked public outrage and debate over whether he should be allowed to keep the money.

He was released from prison last year and bought a large home in an exclusive estate in Newcastle. British tabloid News of the World yesterday reported that Hoare wanted to flee to New Zealand and the move had been agreed by the Home Office and authorities in this country. The newspaper said that Hoare "wants to flee to New Zealand, where no one knows of his evil past". [color=orange:18c2954851]Shame, he should have thought of that before he committed the rape.[/color:18c2954851] :icon_rolleyes: It quoted a Home Office source as saying the serial sex offender felt he could not stay in Britain because he would always be in the spotlight. The newspaper said Hoare had also been looking at villas in Thailand.

In November 2004 the tabloid Daily Mirror reported that Hoare's victims wanted him to be forced to pay them compensation for the hell they suffered at his hands. His rape victim, now a pensioner in her 60s, said she hoped he was not freed.

"One day he'll kill. He's an evil man," she told the Mirror. "He shouldn't have a penny to spend on himself. There should be a law under which his money is taken away." But in a letter to a friend, Hoare gloated that his fortune was safe as the time in which the women could sue had expired. Pointing out that the cut-off was six years for civil compensation and three years for criminal compensation, he said: "Nobody is going to sue me because the time limit is out of date. Next March, I've done 17 years."

Hoare won a third share in a stg21million jackpot after buying a lottery ticket while on weekend leave from prison in Middlesbrough. His 1982 rape victim, who received just ?3000 for her trauma and injuries which left her permanently disabled, said: "I don't want any money for myself. But I'd like some for my family for what they've been through."

Another victim told the Mirror: "The least I want is for taxpayers to be reimbursed for the cost of his board and lodging. I'd be satisfied with nothing less than castration before I could believe any woman was safe from him."

Hoare, formerly of Leeds, was first jailed in 1973. He was locked up for life for attempted rape in 1989. Sentencing him, Mr Justice Rougier said: "For every moment you are at liberty some woman is at risk."

Dangerous prisoners are being flown around the country on commercial flights, it was reported today. The revelation sparked anger from the National Party, whose law and order spokesman Simon Power said the public would be appalled. He called on Corrections Minister Damien O'Connor to assure the public's safety was not at risk.

The Dominion Post reported today that the transfers were taking place as the Corrections Department struggled to cope with a record number of inmates. The newspaper said the department was struggling with an explosion in inmate travel costs, spending about $100,000 a month on private carriers this financial year, more than it had spent in total for any of the previous five years. According to figures the newspaper obtained under the Official Information Act, the department had spent $684,128 since July 1 on private carriers in transferring 6854 inmates between prisons by plane or bus.

The cost per prisoner transfer is almost triple the previous financial year. The figures exclude transfers by department-owned vehicles. Public Prisons Service acting general manager Bob Calland told the newspaper the figures did not differentiate between air and road travel, but the increase in spending was due to more inmates and the requirement to transfer them at short notice.

Any prisoner, including maximum-security inmates, could be transferred on commercial flights. The difference was in the number of guards escorting the prisoner, with three assigned to the most dangerous inmates. It was up to airlines to dictate how many prisoners they would allow on any commercial flight. Though the Corrections Act allowed for prisoners to be handcuffed at any time during an escort, only the aircraft's captain could approve that during the flight.

An Air New Zealand spokesman told the paper the airline accepted prisoners only if they were deemed no risk to other passengers.

A convicted rapist multi-millionaire who reportedly wanted to start a new life in New Zealand is not allowed to leave Britain. Sex offender Iorworth Hoare was branded the Lotto rapist after winning $20 million on a ticket bought during a day release from prison in 2004. He was released from prison last year under life licence, a parole condition for prisoners sentenced to life, and can be returned to jail if he breaks the strict provisions of the licence.

A British tabloid on Sunday reported the 53-year-old wanted to flee to New Zealand and that the move had been agreed by the Home Office and authorities in this country.

The Immigration Service is investigating the report but said a person with Hoare?s criminal record would not meet immigration criteria. Britain?s Home Office would not comment on individual cases but a spokeswoman noted that people on life licence cannot leave the United Kingdom.

Hoare was jailed for life in 1989 for rape, two attempted rapes and three indecent assaults. He was released after 16 years but because of his lottery windfall has been unable to escape the media attention.

The News of the World reported that Hoare felt he could not stay in Britain because he would always be under the spotlight. He wanted to "flee to New Zealand, where no one knows of his evil past", according to the newspaper.

Expat, without having done much research on the subject it seems that NZ's laws are more lenient on those things than the US.

But somehow crime is much lower here (per capita as well).

That may be because penalties aren't the only deterrent for crime, IMO. I think having positive reasons for not committing a crime are more powerful. I realize that some people are simply pathologic, but I think so many social ills occur when people don't have a strong sense of community or have good opportunities to support themselves. I think it boils down to such things as having respect for others and one's self, a good social/emotional support sysetem and having hope in ones life are important aspects in developing good character. It irks me to think that our government seems to spend more on prosecution and incarceration than it does on education and jobs training. Fear and hatred of "the others" is often encoraged over understanding and accepting them. [smilie=head banger.gif]

...But enough of my soapbox. I'm probably preaching to the choir anyway.
