I was wondering if it is possible for an office worker/accountant to get a job offer before arriving in NZ?

An accountant, yes, but only a qualified one (or chartered or whatever they call it!).

Is it common to get a job offer before arriving in NZ for other jobs such as ordinary office workers or do you have to go over there first?

For office work I expect it is better to be in NZ, but you never know your luck!
