What is a dependant child?

When we move, our "children" will be 20 and 18. The younger will just have finished sixth form, and I think she will still be dependant (wants to join NZ police when she qualifies for residence). However, our older son has been working as a Nursery Assistant since 16. I would still call him dependant, as he lives at home and is a "Modern Appentice". He does not earn much. For example, we pay his car insurance etc. However, we'd like some opinions, as if he needs to qualify under his own steam we need to get that moving too (he has NVQ's in childcare, at present Level 2 and is working on Level 3), as we'd all like to go at the same time. What do people think??
