Tertiary?

I've seen this word used on many job listings. The dictionary makes no sense with regard to the way it is used. It's used with level and qualifications. Must be an NZ term. Can someone explain what it means to a stupid American?

Tertiary education is any education after high school in NZ, meaning University, Polytechnics, Private Training Organisations, any studying/teaching of sorts, basically any vocational training after you've finished high school.
