Default Can I claim 15 bonus points for work experiences in area of absolute skill shortage?

I saw some amendment to LONG TERM SKILLS SHORTAGE LIST and occupation requirements effective after 05/DEC/2011. Please see the following:

    Engineering
Chemical Engineer (233111), Materials Engineer (233112), Civil Engineer (233211), Geotechnical Engineer (233212), Structural Engineer (233214), Transport Engineer (233215), Electrical Engineer (233311), Electronics Engineer (233411), Industrial Engineer (233511), Mechanical Engineer (233512), Production or Plant Engineer (233513), Mining Engineer (excluding Petroleum) (233611), Petroleum Engineer (233612), Aeronautical Engineer (233911), Agricultural Engineer (233912), Biomedical Engineer (233913), Engineering Technologist (233914), Environmental Engineer (233915), Marine Designer (233916), Engineering Professionals nec (233999) A Washington Accord accredited engineering degree
    OR
Either a qualification specifically recognised by NZQA as comparable to a:

    Bachelor of Engineering, or
Bachelor of Engineering (with Honours), or
    Master of Engineering degree
    OR
A bachelor degree (Level 7) or higher with a letter from IPENZ certifying that the degree and any further learning meets the academic requirements for registration as a “Chartered Professional Engineer” in New Zealand
    OR
NZ registration as a “Chartered Professional Engineer”
A Washington Accord accredited engineering degree

    OR

The previous registration requirements are listed as below:

Engineering Chemical Engineer (233111), Materials Engineer (233112), Civil Engineer (233211), Geotechnical Engineer (233212), Structural Engineer (233214), Transport Engineer (233215), Electrical Engineer (233311), Electronics Engineer (233411), Industrial Engineer (233511), Mechanical Engineer (233512), Production or Plant Engineer (233513), Mining Engineer (excluding Petroleum) (233611), Petroleum Engineer (233612), Aeronautical Engineer (233911), Agricultural Engineer (233912), Biomedical Engineer (233913), Engineering Technologist (233914), Environmental Engineer (233915), Marine Designer (233916), Engineering Professionals nec (233999) Bachelor Degree (Level 7)
    qualification and registered on
    the International Professional

    Engineers Register or Asia Pacific

    Economic Co-operation Engineers
    Register or membership of the
    Society of Petroleum Engineers
    OR a Washington Accord
    accredited engineering degree
    A Washington Accord accredited
    engineering degree

    My current situation:
I have a Bachelor's degree (gained in China) and a Master's degree (gained in Singapore). Both of them are in the list exempt for assessment by NZQA but not Washington Accord accredited engineering degrees. I have more than 14 years' work experiences in Singapore but I have not registered on the International Professional Engineers Registers or Asia Pacific Economic Co-operation Engineers Register.
    So my question is:
Can I claim 15 bonus points for work experiences in area of absolute skill shortage after 05/Dec/2011?

Any answer will be appreciated. Thanks in advance.
