PR under partnership

Hi All

I think there will be someone out there who can give us a wee bit of advise.
My daughter's fiance is on a workpermit which expires October 08. He can get his PR on his own for his only an apprentice diesel mechanic. Immigration said he can apply for his PR under my daughter's name. We got PR Jan 08. She is 18, but they are in a relationship now for nearly 4 years. He's been living with us for the past 3 years, for he was in an orphanage when she met him. After school he came living with us and came to NZ with us 2 years ago.

is there any info you can give me in helping us getting his PR under her name as partner?
