Question on claiming points while trying to understand EOI form

I have a question regarding bonus points claim on qualification in identified future growth (F11 & F12) area and work experience in an identified future growth area (G4) in EOI form. Can I assume that I'm only aligible for these bonus points only when I'm a current skilled employment or with an offer of skilled employment in NZ? In this case, does it mean I'm losing 15 points on both areas if I'm not employed in NZ or no offer from NZ employer?
