Level 4 will determine how much points he will score if he apply under the Skilled Migrant Catergory. How much I am unsure now but I think it is 50 points or close since level 5 is also 50.

Surely you get 50 for qual, 50 for age 50 for Skill Shortage. Plus other bits and bobs. Got a feeling level 4 is 40 points for some reason tho.
