Does hubby have enough points i.e. 100+ without a job offer? If he has he could put his application in now and you could carry on with the rest of the plan you've mapped out after that. If this is the case and he gets a job offer once in NZ he could just notify INZ and they will update his file and probably push his application along a bit.
If he doesn't have enough points I guess your plan is as good a way of making a start.
