I don't know if this will help, but if you call and ask to speak to someone about a Custody Document, (and not your case mangler) you might get someone who is familiar with the sort of situation you are in. (I called the embassy here in the US and asked to speak to someone about a "police certificate" and actually got to speak to someone that understood what I was talking about with the scanned fingerprints instead of inked ones.)

June 30, 2008 - embassy received additional information requested

July 17, 2008 - email received and WORK PERMIT APPROVED!!!!!

Flights booked for August 4, 2008!

Arrived in Auckland on August 6, 2008. Eventually will be settled around Hamilton.
