Default Long term skills shortage

I have decided to give filling out the dreaded EOI a go
Nightmare
Anyway i am stuck at,my hubbys new job isnt on skilled migrant list,though job he done in Scotland for 2 yr (solid plasterer) is.
The new job he started on monday here in Chch is aluminium joiner which is on long term skills shortage list though must have a cert level 3 or 2 yrs work experience.
So should i stop filling out the EOI? Is that just for skilled migrant? And does anyone know what other form i would then fill in?
Just on a work permit just now,looking to get PR
