Congrats on the job offer first of all.

I think you are pretty limited on the length of time you can work on a WHV so you could apply for temporary work permit to cover you until you are granted PR.

As for length of time from EOI to getting PR this can vary depending upon a lot of things. However if you have over the 140 points and a job offer you will be at top of the list for processing.
