What a lot of people do in that situation is to go to NZ on Visit Visas and look for work while they are there. It's not recommend to mention that you will be looking for work when you enter the country as immigration frown on 'holidaymakers' looking for work. It can be very difficult finding a job from outside of NZ with potential employers being rather reluctant to take on someone they have never met or who might never go the whole hog and immigrate. However, there are some stubborn employers who insist that you have a Work Permit before they can offer you a job, but the reality is that you need a job offer to apply for a WP in the first place.
