Of course, if you look at it in the non-tabloid point of view, NZ residents actually report crimes because they have confidence in the police force solving them. How many people do you know in your country that don't bother reporting crimes as they know it's pointless? It's simply not possible for NZ to be next in line to the UK on crime stats as with the population difference it would mean NZ would have to have nearly 15 times the amount of crime committed per day than in the UK, effectively meaning the country would be in anarchy.
I honestly don't know why money and effort are spent on these wasted surveys. Spend the money on something useful like an alternative to petrol or something.
