The date on that document is 2004. It may be an old policy.
That said, if you are serious about coming to NZ, there's no reason not to go ahead and get the teacher registration taken care of before you submit your EoI... the registration is good for 3 years.
FWIW, I didn't have my registration completed before I submitted my EoI.
