You can only submit an EOI application if you have 100 points or more. Some people have this without a job offer but others need to get a job offer to supplement their points before applying. If you do have more than 100 points you can put in your application and, if NZ Police offer you a job, you can notify INZ and they will amend your points accordingly. If you don't have more than the required 100, you would need to wait until you have the job offer so you can give details of the offer along with your EOI application. The more points you have the better chance you have of being selected quickly.
