IP addresses can be assigned as close as city level, so with a big ISP Christchurch (or Canterbury at least) will have it's own allocated set of IP addresses. Having a 'bad neighbourhood' as they call it, usually only occurs when a datacentre is known to allow illegal or distastful pornographic content, spam mail or hate sites (and many other things) to be hosted. It rarely happens that ISP's IP allocations fall in to bad neighbourhoods.
Getting blocked sometimes can be as simple as someone else who used to have that IP did something on a completely different website which happened to be on the same server as your favorite site, which got the IP blocked. Our servers are the same, in that if you make a certain amount of mistakes with a username and password or try forcing access in some way, your IP is permanently banned, blocking you from ALL sites on our servers. You have to be brutal about it these days!
