It probably wouldn't be 'clerk of the works.' A CotW is usually a person at a construction site whose job it is to represent the architect or engineer, and thus represent the interests of the entity for whom the construction is being carried out. They ensure that the work is being done 'to spec.'
This is very different from payroll clerk or the like.
