We received a similar email at one point. My understanding at the time was that meant all that was left was final review / sign-off by the VO's supervisor -- which should be just a formality if the VO has done their job.
IIRC, it still took another 3 to 4 weeks or so after that email before we got formal approval by post and were finally able to send in our passports to get the visas. We got our passports back pretty quickly after that, though -- just a few days plus time for the courier to the UK and back to the US (why passports go to the UK instead of NZ for visas, I have no clue).
