I know he would have to have held PR in NZ for 3 years before he could sponsor you, but your parents are doing the sponsoring so I wouldn't like to say that would apply. Be wary of what consultants tell you. They charge a lot of money and still don't perform. We may get it wrong on here at times, but at least we don't charge heftily for it .

I tried to look on the INZ Operations Manual for any hints on how long your brother would have to be in NZ before he was considered as being helpful to your application, but couldn't find anything relevant to your particular situation.

Your best bet would be to get it from the horse's mouth, INZ, although even they aren't always consistent in their info, but at least you can quote them.

Short of your parents sponsoring you, alternative ways of getting in are by investing a substantial sum of money in NZ for 2 years (Investor Visa) or starting/buying a business in NZ (Long Term Business Visa). Usually, with the latter, you need to have been running a similar business for some time before you apply but, in our member Macfod's case, this didn't turn out to be true and he got his business and his LTBV with no previous experience. .
