You are absolutely right - there are often dogs running around. At our rental, the next door dog considered our garden her territory and would bark at us whenever we went up our own driveway, the guy down the road has dogs which run up and down the street and people's gardens during 'exercise time' (and probably were the ones that left paw prints in my nearly dry concrete patio), and my kids have been 'barked' off their bikes now and again around the town.
BTW I am not anti-dog (absolutely adored our own past pet dogs) but other people's dogs are a worry at times.
I know they are supposed to be in a fully-fenced property as owners whose dogs get out and injure people on the street are arrested.
