It is possible for people who have entered NZ on Visit Visas to look for work and then apply for a Work Permit although, of course, it's best not to mention this is their intention to immigration. Visit Visas are regarded as strictly for the purpose of visiting NZ but many people have come to NZ this way and found jobs. Before anyone can apply for a WP, they would need to have a job offer. If they then wanted to progress to obtaining Permanent Residence, a new set of rules comes into play where special skills and qualifications are required for acceptance.
