I don't think the article particularly mentions tourists but, undoubtedly, some of the victims will have been from overseas. They seem to be more concerned with the Maori casualties and also immigrants who aren't used to the ways of the ocean.

I like the way he's given 'instructions' for a textbook drowning, just so we know what we're in for.
