We are totally confused
Thank you for your email to the New Zealand Qualifications Authority
(NZQA).
The Qualifications Evaluation Service within NZQA is a government
agency with responsibility for the assessment of qualifications held by
people seeking immigration, employment, professional registration and
opportunities for further study in New Zealand. The NZQA is unable to
provide information about qualifications until a formal assessment is
completed.
Immigration points

matters concerning immigration, the list of recognised qualifications
and the awarding of immigration points. Please direct all questions

Is there any international study that NZQA does not evaluate?
NZQA cannot evaluate the following:
qualifications that are not accredited by the national accrediting
body
qualifications from awarding institutions that are not accredited by
the national accrediting body
informal or in-service courses
work experience (unless the experience is a requirement of the New
Zealand benchmark qualification to which your qualification is
compared).
Pre-assessment Result application (PAR)
A Pre-assessment Result application is for immigration purposes only,
for an 'Expression of Interest' in being invited to apply under the New
Zealand Immigration Service's (NZIS) Skilled Migrant Category.
There are two ways of applying for a Pre-assessment Result:
online application
application by post, courier or fax
The Pre-assessment Result application fee is NZ$75.00. Fee payment will
ONLY be accepted by credit card or bank draft. DO NOT SEND CASH. No
documents are required for a Pre-assessment.
NOTE: If you require an evaluation for any of the above purposes (refer
first paragraph), IN COMBINATION WITH IMMIGRATION then please be aware
that the Pre-assessment Result (PAR) will only be useful for immigration
(for an 'Expression of Interest' under the NZIS's Skilled Migrant
Category). A full Qualifications Assessment Report will be necessary
for other purposes, and therefore it is suggested that you complete a
full assessment, as this will meet ALL the purposes above, including
immigration.
What you need to know about the PAR process
Only one qualification may be pre-assessed in this application. Please
nominate the qualification that you would like to have pre-assessed. If
you would like to have more than one qualification pre-assessed, you
will need to make a separate application on a separate form, with
separate payment, in each instance.
How long will take to process a Pre-Assessment result?
If all information requested in the application form is submitted
correctly, a Pre-assessment Result will be issued to you within 10
working days of confirmation of receipt of the application fee. There is
no fast track option available for this service.
A Pre-assessment Result is a provisional and non-binding qualifications
assessment, and as such, provides no guarantee of any future assessment
result.
Will I be required to apply for a full assessment report?
After you have lodged an 'Expression of Interest', if the New Zealand
Immigration Service invites you to lodge a full application under the
Skilled Migrant Policy, you will need to read and complete the New
Zealand Guide and Application for Evaluation of Overseas
Qualifications.
(Remember, a full assessment can also be processed for professional
registration, employment and opportunities for further study.)
You will need to include an application fee of NZ$450 and the original
documentation of your qualifications.

What happens to my application for a full assessment?
Upon receipt of an application form, payment of the NZ$450.00
application fee, and all required documentation, a letter will be sent
to you detailing the name of the Evaluator your application has been
allocated to and their contact details. NZQA will process a 'standard'
application within 20* working days. This means that:
within ten working days of the receipt of the completed application
form, all required supporting documents and fees, NZQA will commence the
verification process
within ten working days of the completion of the verification process
(i.e. all information being received), NZQA will issue an Assessment
Report.
* For reasons outside of NZQA's control, third party verification may
cause this time to be extended, as NZQA is unable to affect the time it
will take to obtain a response to verification requests.
Why does NZQA verify documents?
NZQA will need to verify the status of an awarding institution and /or
the information you provide to be sure that it is accurate, or it may
need more information about a particular course or training. This
involves contacting the institutions that awarded the qualifications, or
employers or other organizations. When NZQA does this, it will issue
you with a Verification Hold letter, because this will extend the time
taken to evaluate your application.
Verification fee
Some institutions charge a fee for verifying documents. If this
occurs, you will be notified and asked to make payment directly to the
organisation concerned. Once NZQA has received the required
verification, it can continue with the evaluation.
Can my full assessment application be treated with urgency (fast
tracked)?
An optional fast track service is available for an additional fee of
NZ$150.00. NZQA will process a 'fast track' application within 10*
working days. This means that:
within five working days of the receipt of the completed application
form, all required supporting documents and fees, NZQA will commence the
verification process
within five working days of the completion of the verification process
(i.e. all information being received), NZQA will issue an Assessment
Report.
* For reasons outside of NZQA's control, third party verification may
cause this time to be extended, as NZQA is unable to affect the time it
will take to obtain a response to verification requests.
The New Zealand Qualifications Authority does not offer a fast track
service for Pre-Assessment Result applications.
How can I pay the application fee for a full assessment?
Payment of the NZ$450.00 application fee can be made by:
MasterCard or Visa - NZQA will need a letter or fax advising the
cardholders name, number, expiry date and bearing the signature of the
cardholder to be posted or faxed (+64 (0)4 8023401) to NZQA.
You may also pay by bank draft in New Zealand currency drawn on a New
Zealand trading bank; or by bank draft equivalent to the outstanding NZ
dollar amount in US dollars drawn on a US bank, UK sterling drawn on a
British bank or Euro drawn on a European bank.
You may also pay by personal cheque (New Zealand only), or bank cheque
in New Zealand dollars drawn on a New Zealand trading bank.
